Divorces in an other jurisdition

Can a person in this case my daughter divorce her husband in an other jurisdition one where legal residency can be short without notice to the husband or otherwise notice by mail?

Regardless of the jurisdiction, the court requires notice to the other party. If she has satisfied residency requirements in the other jurisidiction, then that should not be the bar. She must still serve him in order to acquire personal jurisdiction over him to get the divorce.
