Elderly Mother Harrassed by Grandchildren
I have two neices(Sister's children) who have serious drug problems. They have threatened my 81yo mother and my 58yo brother(their uncle) with bodily harm. My mother wants them to leave her alone, but they call on the phone and come to her house and scream at her through the doors and the windows. These are my mothers grandchildren and she doesn't want to hurt them. But I am seriously concerned about my mother's safety. My neices and their mother, my sister, all have long histories of drug abuse, petty crime and instability. I am currently deployed overseas in the U.S. Navy and cannot get home for another three months. Can I send money to my husband in Texas and request him to hire an attorney and file a restraining order on behalf of my mother without declaring her to be incompetant, to keep these women away from her?

Yes, you can, IF your mother is going to cooperate. She doesn't have to press criminal charges, just testify as to the harrassment.
