Self employed withholdings

I filed CS with the AG office. Ex is approx.$10,000.00 behind in CS. We both rcvd a notice of employer withholding, however he is self employed and that is why he is behind. Can an employer (even if self employed) get into trouble for not withholding the support and sending it to the AG office? And if so what and how do I make them enforce the withholding? What can be done to force him to pay. I cannot afford an attr and his attr. some how postpones the compliance hearings so he does have to pay and the AG seems to be alright with this. He has had it postponed 4 times now.Is there something I can do to put an end to the postponing and go before the judge to make him pay? I was under the impression the AG was there to make sure kids had monotary support from non-cust. parents and would enforce such support on behalf of the kids. They do not seem very interested in doing this though. Is there something/anything I can do to encourage them help me enforce the order on behalf of my child?
