My ex-husband and I have joint custody. I haven't been able to pay my child support. I was recently kicked out of our home because of his girlfriend, and forced to move over 600 miles away to get back on my feet. I haven't seen or talked to my kids in over a month. Everytime I call my ex, his girlfriend answers. When she finds out it's me, shel will call me dirty names, and then refuse to let me talk to my kids. Can she or my ex legally keep me from talking to my kids?

Your decree (or whatever the order is that gives you access to the children) is probably silent about telephone access to the children. This means that if someone refuses to let you talk to the children by phone, then technically there hasn't been a violation of the court order.
Remember this the next time you're in court, and ask for a modification that sets specific days and times that you can contact the children by phone.
