Family adoption different state

I'm writing for my niece who lives in Texas and my other niece is in California. Texas niece wants to adopt a baby from California niece and we need to know the legalities of interstate adoption within family.

Re: Family adoption different state

Interstate adoptions must go through the interstate compact originating from the state where the child is born. It makes no difference that neices are involved, the adoption must still go through the Family Court in the same procedure as any other adoption.
