Family Concern
I have 3 siblings, one of which has taken control over my mothers finances and has loaned out almost her entire savings. My mother has alzheimers and is being cared for by another sibling. My mother told her psychiatrist that her children were stealing her money and a social worker has now stated that anyone that owes money can be prosecuted as my mother did not give permission for the ''loans''. Fortunate for me I am not on the owing end. We are assuming this is a scare tactic to get the other family members to pay back as there are no promissory notes to hold them accountable. Is this ''social worker'' scenario possible?
Issues - My mother lived in Texas and sold her house. The funds from her house went into an account in my sisters name in California, but my mother now lives in Louisiana. Crosses quite the geographical area and possibly laws.
I hate to see my sister get in trouble because she took sole control of the money, the account and the loaning of money. She didn't do it to take it, but it doesn't look good on paper.

You are correct, it doesn't look good on paper. Because it isn't. Your mother was deemed to not be competent to care for her own finances, and now someone with even less competence is throwing away her assets. Everyone needs to get this money paid back. (And shame on everyone for taking advantage of this situation and your mother).
