As pro se litigant can I talk to opposing attorneys and offer mediaiton and can I send via registered mail the respondents notice to appear for the hearing?

I can't advise you as to how to practice law. I can tell you that the answers you are looking for can be found in the local operating rules, and in the courthouse law library. Good luck. (You should consider hiring a lawyer, especially since the opposing parties have lawyers).
