Where does my sister need to go to get a court order naming her son my ward in for him to come live with me in Germany?

The term you use 'my ward' may be necessary for a German court to recognize your authority, however, it is not a common term for a Texas proceeding. First, know that both parents will probably need to consent. Your sister is going to have to consult with an attorney, with all of the particulars in order to better assess her situation.
