I am adopting my grandchildren because Children Protective Services removed them from my daughter. After I have adopted them if I decide to let someone adopt 1 of them is that legally ok for me to do?

You cannot adopt the children unless CPS has had BOTH parents' parental rights terminated. They rarely do this if there is a family member with whom the children can be placed.
Assuming that the rights were properly terminated, and also assuming that you adopted all of your grandchildren, someone else could not adopt them unless YOUR rights were relinquished or terminated. You should be aware that if you try to do this and you accept ANYTHING from the new adopting parents much more than a ahndshake, you could be prosecuted under the criminal code for a FELONY for selling a child.
You should consult a family law attorney who specifically handles adoptions to get any further questions answered. You are asking questions that would get the attention of any judge or prosecutor who heard of your case.

You have the right to file a petition. The court will review all of the evidence and make a determination if it is in the best interest of the children.
Bluntly, what you are proposing will raise some eyebrows.
