family law child custody/residency
is it legal for a judge to make the mother with possession of the child move to another city in that stae just because the father lives there.

It depends.
If there was an original decree that included a geographical restriction, and she moved, then the child can be returned to that area (either to the dad, or the mom can keep primary conservatorship, and move back).
If there is a different circumstance, I would guess that it would depend upon the testimony and circumstances underlying the order.
