Family Law Suit

How would I go about suing my

common-law husband of 11 yrs to

force him to formally recognize the

marriage so that I will be eligible for

health coverage under his military

benefits? I have ample proof of the

existence of the marriage. Is there

some way to do this myself at

minimal expense? Is there someone

who can help me Pro Bono or on a

sliding scale/payment plan option?
