If a father comes back around after being gone for 15 years without any contact and introduces his 15 year old to a life of drugs and partying is there something the mother can do to keep him away from the child?

"Gone for 15 years"? Did he pay child support during that time (after being ordered to do so)?
If the answer is YES, then you can sue to have his parental rights terminated.
If you and Dad were never married, and Dad's parental rights were never established, then you have the right to exclude this man from your child's life.
