Legal Question in Family Law in Texas

The father of my child has a drug felony and questions the paternity of this child. He has twin boys that he doesn't pay child support or see them. He hasn't help pay for any medical bills or tried to help in any way. If I don't put him on the birth certificate does he have any rights? And because he has a felony drug charge does that limit his rights to our daughter?

If you weren't married to him when the child was born, and there has never been a court order making a finding that he's the father, and he never signed an Acknowledgment of Paternity form, then he has NO rights to the child at all. He's a stranger to her.
