Father not complying with court ordered visitation

For the last 2 years, my ex has come in and out of my almost 3 year old twins lives. He will go anywhere from 2-3 months without seeing them. He doesn't call to talk to them on a regular basis. Sometimes when he calls for them before the day comes for him to pick them up, he will pick a fight with me and then say he won't pick them up. They are getting to the age where they ask for him and even cry for him sometimes. Is there anything that I can do legally to make him follow the court order. Is there a way for me to take him back to court to increase child support since he isn't picking them up regularly or can I have his visitation rights taken away?

You can't make him behave like an adult if he is not mentally prepared to do that. You could take him back to court to modify the visitation - perhaps for supervised visitation since he is not complying with regular visitation. Child support is based on his income, not his failure to comply with the court ordered visitation.
