Legal Question in Family Law in Texas

The father of my daughter is behind a little over 8,000 in child support. I believe he is not working to avoid having to pay. He hasnt even tried to see his daughter in a year and I have no idea where he lives. He seems to be avoiding paying income tax also because he knows it will come to me and his other child's mother. What can I do to receive money soon?
