Does the father of my three kids have to have my cell phone number if I have a house phone.

If he has a reasonable method of reaching you regarding the children, then no, he does not need your cell phone number. If it going to be an ongoing problem, buy a $10 disposable phone, and give him the number, and tell him it is for texting only. Should cost you about $10 a month, but save you a lot of aggravation.
