Father moving to children

In June of last year, prior to the divorce or seperation papers, my exwife took our two children to Texas when she left me. She said she went to Texas to be closer to her family. Being stationed in North Carolina I reluctantly agreed with her choice because I thought it would benefit the children. I recently finished my tour of duty and want to move to Texas to be with my children. Stated in the divorce is that my exwife has right to move where ever she wants ''without reguard to geopgraphic location.'' What I am concerned about is that if I move to Texas that she might move out of state just to spite me and my efforts to be in our childrens lives. My question is: If I move to Texas, to be with my children, can my exwife move out of state without my permission even though I am moving to Texas to be with my children?

Unless you get that language in the decree changed, she can move anywhere - anytime.
