Does father still have to pay child support if custodial parent leaves country with child?

Yes. You'll want to read your order carefully; it won't have any exception about anybody living in another country; it will just order the payment of child support.

Did the order have a geographic restriction for where Mom could live with the children? If it does, you might be able to hit her with a motion for contempt.
