Father refuses to send back child after visitation

My step son is currently visiting his dad in California, and currently refuses to send him back to TX. My wife has sole custody and he has visitation rights. What can we do legally to get him to put him on a plane to send him back.

You need an attorney here to file for contempt, and ask for a capias to produce the son. It may be necessary to get local counsel in California to have it served -- and if he fails to produce the child in court in Texas, then dad can be arrested.
