Legal Question in Family Law in Texas

When a father gives up all rights to his child who later dies after having a child of her own. Does the father or the half sister, which shares the same father, have any legal rights to the grand daughter/neice?

Not by virtue of their blood relationship. If they had actual possession of the child for 6 months or more ending less than 90 days ago, they would have standing to bring a suit on that basis, however.
