Father seeking child
My brother's fiance' was pregnant and expecting in May when she broke off their engagement. She and her family refuse any contact from him. He wants to persue a paternity test to see if he has a child 'out there'.
Does he have the same rights to hire the state to help him persue a paternity and custody suit, as a mother has in persuing a potential biological father?
This young woman lives in Texas. We are in La.
He is missing precious time with his new born if the baby is his.

Your brother can bring a SAPSR suit seek a custody and vistation order. If she denies he is the father, then she can request a test. If she doesnt, then you move past that. Is your brother sure he is the father? Does he want a paternity test? If so, must ask for it in first pleading.
Not sure if the Texas AG will help your brother because he is not a Texas resident. If he were, I know they do.

The first thing he should do is easy and free--that is, to register with the Vital Statistics Paternity Registry.
As already stated, he can bring a SAPSR suit and demand a paternity test. Keep in mind that he will most likely be ordered to pay child support if the test comes back positive.
