Does a father have to sign for a passport for a child unwillingly?

I'm not sure I understand your question.

If a father does not want to sign for a passport then don't sign.

However, the mother can file a legal document at the courthouse and ask a judge make a modification in the legal documents that would allow her to get a passport for the child.
