if a father has not signed a BC and has not established paternity how long before he loses his rights?

If he has not signed a birth certificate (acknowledgement of paternity), and has not established paternity, he has no rights. When a court enters an order establishing his paternity, then the court will also determine what rights he has. This response presumes that he was not married to the mother at the time of the child's birth.
