If a father signs over his rights to his children or they still his heirs after his death?

The only way that a person loses his parental rights (and parental duties) is by Court order. There's no such thing as a man doing it unilaterally by signing a piece of paper.
If one receives a Court order terminating parental rights, it will specify whether or not the child will inherit through the father (if he dies intestate. Texas has no forced heirship).
