father wants to terminate his parental rights

My Ex and I have 2 young sons together and we have been seperated for about 11 months now. A judge just court ordered him to return the 4year old to me. Now that I have both children he wants to sign away his rights. He no longer awnsers the phone for them or wants to have anything to do with them so I feel comfortable in the decision to terminate his rights I just don't know how, or where to start. A Court will rarely terminate a parent's rights where child support is required unless there is another parent to take the place of the terminated parent. Some courts will, some not.
