fathers rights
The father of my child is not on the birth certificate, does not pay child support, and i was never married to him. What rights to the child does he have?

He has all the rights as a parent and father. I guess we could say he has very limited rights as a Dad, but that is not a legal status.

Is there a court with jursidiction over this child? If so, he has whatever the court ordered papers say.
If there is no court of continuing jurisdiction over the child, then he would have no legal rights.
If you want child support, you will need to retain a private attorney or go to the TX A G office. However, if you file for c.s. then he will have the right to be placed on the birth certificate, and visit the child.
If you have received any federal or state funds (WIC, Medicare, etc.) then the TX A G office will eventually go after him for money. When you receive any state or federal $$, you assign your rights to the State of Texas in order to get reimbursed by the father.
