what are fathers rights

The mother and father have joint custody, but the children are suppose to live with the mother and the father gets visitation,which he never misses. the mother leaves the children at her parents house (she is supposedly living with her parents though she is hardly ever there.) to live while she takes off for weeks or longer with her boyfriend. Their grandmother always makes sure they go to school and takes care of them, they are age 4 and 6 but they hardly see their mother. what are the fathers rights? can he legally get his children and put them in school in the town he lives in? ( both mother and father live in texas) he feels they should either be with the mother or the father not raised by the grandparents
