my fiance is incarcerated in a correctional facility, and she is wanting to get her son to live with her sister not his father, how would she go about doing this?

Generally, if one parent is not available, the other parent will have the primary rights to the child. If of course, there is something dangerous about the other parent, a court can award parental rights to another person, such as the sister.
Your fiance or her sister should talk to a family law attorney about this; it might not be easy.
