How to file emancipation from child?

My brother is 17 and always getting into trouble with the law. He does not want to follow the rules of the house and therefore my parents want to kick him out. They are tired of court dates and community service and my dad is on the verge of losing his job. Can they file emancipation from him so he will be responsible for all of his acts? Can he be kicked out since he is still 17?

Your parents cannot emancipate your brother.

Your brother would need to file the documents asking the court to emancipate himself. He would have to have a job and be able to support himself.
