Can I file a Final Decree of Divorce as the respondent?

Neither of you can file Final Decree of Divorce.
What you can do is set the matter for trial. Bring a final decree with you on trial date. If your spouse does not appear, ask the court for a default judgment and ask the court to sign the decree that you bring with you. If your spouse does show up, then have a trial and let the judge rule from the bench.
Please do not write your own decree or go to trial on your own. Hire an attorney to do this for you. The issues are more complicated that you might think and writing a decree that is enforceable and that limits the possibility of future disputes is much more than just filling in a form.
