how to file for full custody in another state when the other parent is in prison

i live in north carolina. my ex-husband is in the O.L. Luther prison in Texas. We have legal joint custody of our 2 children that happended before he went to prison. my children are now 14 & 16. and i believe that he is going to be released next year. how do i file for sole custody? which state do i file this in and do i have to use an attorney? he also owes child support from day 1(so to speak), do i get the back child support if i get full custody now? does the state enforce the back support when he does get released?

You file for a modification where the divorce was done.

You can go to the Attorney General in the state that you live in when he gets out of prison to try to collect the money.
