Where can, or how can I file a Notice of Birth petition form# 54-24 in Texas?

The form number you are referencing is a form number, taken from the Texas Family Law Practice Manual. The form, or one like it, must be file not later than the 300th day after the date assisted reproduction occurred.
Fill out the form, and take it (along with 2 copies) to the district clerk's office in your county. The clerk's will help you file it. I don't know whether there is a filing fee.
If you are involved in assisted reproduction under a validated gestational agreement, you should be working with a competent family law attorney. This is not something you want to try to handle on your own...the cost of failure is way too high.
