when i file the original petition for divorce papers how long do i have to file the waiver of citation papers?

Technically, there's no time limit; you have until the court dismisses the case for want of prosecution. If there's no activity in a case for a certain period of time (6-12 months, depending on the court), it will dismiss the case.

Also, remember that the waiver of citation must be on file at least 10 days before you can finalize the divorce.
