Is there a filing fee when the divorce papers are taken to the county clerk here in the state of Texas?

Yes. It's usually around $250. If you file an affidavit of inability to pay court costs along with the divorce papers, they won't charge you the filing fee right then and there. However, depending on where you live, the clerk might set a hearing challenging your inability to pay.
