financial obligation?

A 17 year old boy is kicked out of his father's home. Parents are divorced and mother is incarcerated at this time. Is father financially liable for the minor until he is 16?

You mean until the child is 18? Yes, unless the child is emancipated. The child, through a next friend, or the agency taking care of him, need to petition the court for support. It is not a simple process, and he will need legal representation.
