Can foster care keep a child after she turns 18?

My sister has been in care since she was 8 and wants to live with family when she turns 18 but her case worker told her if anyone picks her up they will be arrested

Normally once the child turns 18 CPS is no longer involved.

I don't know the details of your sister's case. If a court has declared her "incompetent" for some reason, then a court could keep "control" of her for the rest of her life - but that would be under Adult Protective Services.

Someone needs to call CPS and talk to a supervisor.

Your sister is 17 and might not understand what is going on. Teenagers often don't understand. The CPS caseworker might not understand either since they change frequently.

Before anyone shows up, call the local policing agencies (police, sheriff and constable) and explain the situation after she turns 18 to make sure that no one gets arrested. Make sure that everything is calm and there is no "drama" involved.
