foster parent adoption
I am a foster mom in Texas. In June of 2002, I fostered a 15 years old and her 11 months old baby girl. The mom had left her in the hospital at birth because she thought she had birth defects due to her drug use. Her baby was placed into a foster home. She was placed into a treatment center. After finding out the baby was fine, she wanted her back. She was allowed to have her after 11 months.
In October, she started huffing and hit her baby. She was removed from our home. We kept the baby and grew to love her. We also have the mom's siblings (2).
Last month CPS removed the baby from our home, the mom gave up her rights, and CPS placed her into an adopting foster home.
We wanted to adopt her, but wern't allowed. My question is do we have any rights to adopt her? She is bonded with us and we want to very much. The reason CPS gave us was the mom knows where we live.
We offered to move, but they still said no. Do we have any rights at all?

Based upon the limited facts of your description, I would say that you might have a chance of adopting the child. You are talking about an expensive legal process - no less than $10,000 and quite likely more. If you wish to discuss this further contact me by e-mail.
