Legal Question in Family Law in Texas

my friend is a non citizen from mexico, but had a child with a citizen. she has decided to leave to her country due to abuse and mistreatment from her boyfriend and his family. he won't allow her to leave with the child. is this legal?

If they live in Texas, the Texas courts don't like a US citizen leaving the US to live outside the US.
