Legal Question in Family Law in Texas

my friend is a non citizen from mexico, livin here in houston, tx., but had a child with a us citizen, from houston. she has decided to leave to her country due to abuse and mistreatment from her boyfriend, (the childs father) and his family. he won't allow her to leave with the child. is this legal? and what can she do or whom can she speak to. thank you.
