I have a friend needs to know how to obtain a restraining order what are the procedures to file one. how much will it cost.

If by restraining order you mean protective order, you can download a protective order application kit from the Office of the Attorney General. It is free to download and free to file. If you have to hire an attorney to help you with it, that will not be free.
