so my friend got pregnant by a 19 year old when she was 16 1 month before her 17th birthday. is it exspensive if they both want him to terminate his rights?

If Dad is willing to give up his rights, and will sign an Affidavit of Relinquishment, the procedure is relatively simple (and shouldn't be expensive).
