Legal Question in Family Law in Texas

My best friend will be seventeen in august, and she is considering running away. She is running off with a 19 year old friend. She is running off to a state 800 miles away. I myself am 20 but im worried of what will happen to her. If her parents call the police, will they be enforced to bring her back? Will anything happen to the friend she ran off with?

Your friend will be considered a "runaway", will be brought back and may face juvenile detention. The 19 year old will face charges for harboring a runaway not to mention a host of other criminal charges.

This is a horrible idea.
