gaining custody of my 17 year old sister

I want to obtain custody of my 17 year old sister and move her to Georgia and homeschool her, my mother has legal custody of her but my sister has not lived with her for the past 3 years, she has lived with my grandparents because my mother is unstable. My grandparents have allowed me to move my sister but since my mother is still technically her legal gardian can she stop me from moving my sister?

Unfortunately, the law does not give you standing (legal right) to petition for conservatorship of your sister. Your grandparents may have acquired that right, but that depends on whether certain legal conditions have been met. On the bright side, once your sister turns 18 years of age, she may decide with whomever she wants to live with and do as she wishes without needing anyone's permission. Given her age, it is probably quicker and a better bet to wait until her next birthday.
