can my girlfriend take my baby if im not on the birth certificate. but he has my name

I assume that you were never married to the mother, and that your paternity has never been adjudicated in a court.

If that is the case, you have no rights to the child. Mom can move to the Philippines and take the child with her and not give you a forwarding address, and it would be perfectly legal.

Go talk to the Attorney General about a paternity case.
