My girlfriend and her ex have been divorced for just over a year and he refuses to stop harassing and threatening her and threatens to withhold , and has withheld their daughters from her just because he feels like it. She is unsure of what she can do. How can she get through all this mess and what steps should she take?

It's impossible to fully address all of the important issues that you have mentioned in your brief question.
You really need to meet with an attorney in person & discuss all of your options.
If he is not following the court orders, then she can file contempt on the father. Contempt is a quasi-criminal matter so it must be done following many guidelines or the judge will dismiss it. I recommend that you hire an attorney to do this legal matter for you. I don't suggest that you try to do it yourself since it is a very technical issue.
