Unless there are claims of abuse or neglect, it is not typically possible to unilaterally give up your rights as a parent. Even if the other parent is willing, most judges will not allow a party to relinquish his rights unless there is another party standing by to adopt. The reason is that there needs to be someone to be responsible for the child if something happens to the other parent.
