Legal Question in Family Law in Texas

We have two grandchildren who are being endangered by our daughter. She is using drugs and negecting them, allows people in and out of her home 24/7 who also use drugs, she takes pills until she passes out wherever she is and the children don't have any supervision. The children are 3 and almost 2. They have no food or drink, and with just anyone walking in they could be taken and we would never know. Her boyfried is the same way. The oldest one has a father, but he is never around and does his share of drinking and drugs also. The youngest one's father passed away a little over a year ago by suicide. As the grandparents can we sue for custody until she gets straight?
