Can a grandmotbher get custody if a grandchild if her parents are both bad parents. Her age is 15.

It depends. The law provides very strict and very specific circumstances when a third party has standing to interfere in the parent-child relationship. Having standing to file the lawsuit is the first step. "Bad" will then have to be defined and supported by evidence.
