How can a grandparent get legal guardianship of a grandchild so they can enroll the child in school?

First, I would not use the word "guardianship".

Instead use "conservatorship and custody".

Will the parent(s) sign an agreement to let you enroll the child?

If the child has been with you exclusively for more than 6 months, you can go to court and ask for legal custody of the child.
