grandson

cps, gave me custody of my grandson he is i5, he is really give me health problems, he stays in trouble smokes pot , drinks. wants to go back and live with his mom. but she cant seem to get him in school, because i have custody, what can i do to help her cant i do a pwre of attorney by a notary
